Variant namesPhiladelphia (Delphy) Judge Costin was born circa 1780 at Mount Vernon in Virginia. Her mother Betty was a dower slave of Martha Dandridge Custis Washington. She was the sister of Ona Judge who ran away from Mount Vernon to seek freedom in New Hampshire. At Martha Washington's death, she became the property of Martha's grand daugher Elizabeth Custis Law. Thomas Law, Elizabeth's former husband, manumitted Philadelphia in June of 1807. She married William Costin in the District of Columbia and gave birth to seven children.
