Theodore P. Shouts was appointed the Chairman of the Third Isthmian Canal Commission by the Executive Order, dated April 1, 1905 that established the Commission. Shouts resigned on March 4, 1907 and was replaced by John F. Stevens, who also served as the Chief Engineer. On April 1, 1907, George W. Goethals became the Chairman and Chief Engineer; and he served through the end of the Commission.
