The Board of Admeasurement supervised and regulated all matters concerning the measurement of vessels to determine net tonnage, entertains appeals, and adjusted the bases for the levying of tolls where the dual system of measurement required it in the Panama Canal. Woodrow Wilson issued Executive Order number 1898 on July 9, 1914, which authorized the Board of Admeasurement to administer oaths to witnesses appearing before the Board, or before any Board member, to testify in matters within the jurisdiction of the Board; and upon application to the District Judge the Board could obtain process to compel the attendance of witnesses and the production of books and papers. Any person who failed to obey the process of the court, or who refused to be sworn, or who refused to answer any material or proper questions, after being duly sworn, was punished in the manner prescribed in the Penal Code for contempt of Court.
