William Lewis Cabel (1827-1911) served as brigadier general in the Confederate Trans-Mississippi Department. Moving to Dallas, Texas in 1872, he served four terms as that city's mayor and also was U. S. Marshal for the northern districts of Texas from 1885-1889. He was active in Confederate veterans' organizations and this letter was written while he was lieutenant general commanding of the Trans-Mississippi Department, United Confederate Veterans.
