J.T. Montague was born in Halifax, Nova Scotia. After completing undergraduate work at the University of Western Ontario (1943), he went to the Institute of Industrial Relations at the University of Toronto where he received his M.A. (1947) and Ph.D. (1952). Montague worked in the federal Department of Labour from 1948 to 1962. He came to the University of British Columbia in 1962 as the first permanent director of the Institute of Industrial Relations and continued in this capacity until 1969. Montague also taught some labour economics courses at UBC.
