Hessel Duncan Hall was born in 1891 at Emu Plains, NSW. He was Professor in International Relations at the University of Syracuse, USA from 1926 to 1927 and in 1927 organised the first inter-university Assembly of the League of Nations in the USA. He was a member of the League of Nations Secretariat from 1927 to 1939 and was Secretary to the 5th Committee of the League of Nations Assembly in 1930 and 1932.

Hall was an Australian historian. He went from Sydney to Oxford in 1915 as a Wooley Travelling Scholar. Returned as a tutor to Sydney 1920-1925 then left Australia for 50 years. He worked for the League of Nations then went to Harvard as a Professor. He was international authority on the history of the British Commonwealth. He died in 1976.
