Latour, designer and builder of fortifications used in the Battle of New Orleans, and author of a Historical Memoir of the War in West Florida and Louisiana (Philadelphia, 1816). He traveled extensively in the Southwest, exploring the Red, Sabine, Arkansas, Trinidad, and Colorado River valleys. In 1816 he settled in Cuba, where he was probably a paid agent for Spain.
