The Illinois Arts Council was created by General Assembly in 1965 to survey and assess needs of arts throughout state; identify existing legislation, policies and programs which affect arts and evaluate their effectiveness; stimulate public understanding of importance of cultural institutions; promote encouraging atmosphere for creative artists in Illinois; encourage use of local resources to develop and support arts; and report to Governor and General Assembly biennially on its recommendations. It was authorized to accept federal and private funds to carry out its pruposes. It
