Created through funds from the Works Progress Administration, the Spokane Art Center existed for five years as an educational and community organization. Federal monies made possible lectures, traveling exhibitions from the East Coast, classes taught by well-known artists and crafts people, and did much to develop support of the arts community in Spokane. When funding from the WPA was cut, the Center restructured to become the Inland Empire Art Association. It ceased existence when wartime economies made continued support impossible.
