The Rock Creek Bridge spanned Rock Creek "at a point about 400 m upstream from that stream's confluence with Hangman Creek." It was constructed in 1922 as part of improvements made to Valley Chapel Road. The Bridge was designed by B. J. Garnett and built under the supervision of Spokane County Engineer H. S. Baker. C. L. Graves was the contractor. The bridge was "a single span, cast-in-place, earth filled concrete arch."

The Rutter Parkway markers were constructed in 1938 by the Civilian Conservation Corps. This report documents the condition of the markers before road reconstruction.
