Major General (MG) Charles A. Hines was born and raised in Washington, DC. He enlisted in the United States (U.S.) Army in 1954 and served through 1957. He then went to Howard University and was commissioned in 1962 through the Reserve Officer Training Corps (ROTC). Following graduation, he went to the U.S. Army Infantry School for Infantry Officer Orientation Course.
Hines was stationed in Vietnam from 1966-1967 as Operations Officer, Office of the Provost Marshal, with the 90th Military Police Detachment. When the Women in the Army Policy Review Group was formed in 1981, Hines served as the deputy director then director. From 1983-1985, Hines was Commander, 14th Military Police Brigade and Provost Marshal, VII Corps, U.S. Army Europe. From 1985-1987, he served as Director, Office Personnel Management Directorate, U.S. Army Military Personnel Center. Hines attended the following schools throughout his career: Michigan State University, the U.S. Army Command and General Staff College, and the USAWC.
