Frankland J. Kennard was born in Riverside, Utah on Oct. 6 1903. He was the second child of Leonidas Hamlin Kennard, Jr. and Frances Catherine Frankland. In 1922, he married Elinor Scholes and they had three children. In 1931 Scholes died and in 1933 Kennard married Reva Gladys Bischoff with whom he had ten children. Kennard attained reserve status in the U.S. Army which qualified him for the position he received as Educational Advisor with the Vernal CCC camp in April of 1936. His CCC stations also included Zions and Cedar Breaks. In 1941 the U.S. Army called Kennard to active duty where he served until the end of the war. Kennard also taught at various schools in Utah and Wyoming before completing a law degree and opening a practice in Salt Lake City, Utah. He died on 25 July 1995 in Salt Lake City, Utah.
