Thomas P. Chaplin was an attorney in Natchitoches, La., and a Natchitoches Parish police juror. Phanor Breazeale was an attorney in Natchitoches, president of the Natchitoches Parish School Board (1888-1891), district attorney for the tenth judicial district (1892-1900), a member of the Louisiana constitutional conventions of 1898 and 1921, and representative for the 4th U.S. Congressional District of Louisiana (1899-1905).
