The Detroit Retired City Employees Association (DRCEA) was formed on July 11, 1960 to protect the pension rights of the retired employees of the City of Detroit and to engage in activities to promote the best interests of those retired employees. The first charter meeting of DRCEA was held on November 16, 1960 in Detroit, MI. The first president of the DRCEA was Patrick J. Ryan. In 1972, the DRCEA proposed revisions to the Retirement System and Benefit Plan sections of the Charter of the City of Detroit. Mark K. Herley served as president of the DRCEA for the longest period of time from 1978 to 1989. The DRCEA has worked and continues to obtain better insurance benefits and increased pensions for the retired employees of the city of Detroit. The past presidents of the DRCEA have included: Ryan, Patrick J. (1960 & 1965), Friedlund, Erwin D. (1968), Powers, Francis J. (1964), Clement, George F. (1972), Collins, Harold T. (1967), Herley, Mark K. (1978-1989), Jenske, Edward A. (1967), Bridges, Nathan (1989-1992).
