David Evans was born in New Mexico and received a BS in chemistry from the University of New Mexico and a second BS from the University of Colorado in aeronautical engineering. He began at JPL in 1958 as a Research Engineer. In addition to being the manager of the Liquid Propulsion Section, Evans was also the deputy manager of the Control and Energy Conversion Division, manager of the Autonomous Spacecraft project, deputy manager of the Defense Space Program, manager of the Pathfinder/Space Relay Experiment project, project manager for Mars Observer and Deputy assistant laboratory director of the Office of Flight Projects.

This collection deals with Sections 384 and 344 from the period 1960-1980. In 1956 Section 3, Liquid Rockets merged with Section 11, Propulsion under Division 46 Liquid Propulsion Systems. In 1960 there was a reorganization, and Propulsion became Division 38. Section 384 was Liquid Propulsion Development. In 1976, after Bruce Murray took over the directorship of the Lab, propulsion was moved to Division 34 and Section 344 was Liquid Propulsion and Engine Systems.

This collection focuses on the period that Evans was working with the Defense and Civil Programs Office, Division 800, in sections 840, and 880. He was the manager of the Autonomous Spacecraft project when section 840 was the Air Force Space Program. In 1983 the Navy Space Program, merged with 840, and the section was renamed the Defense Space Program with David Evans as the Deputy Manager. In 1986 Evans was moved to the newly formed section 880, as Manger of Pathfinder Project, which was a space shuttle based pointing and tracking experiment. By 1987, section 880 was renamed Space Relay Experiment and Evans was still Manager. In 1988 Evans was transferred back to 840 which was renamed the Defense Program.
