DeWitt A. "Dutch" Higgs in 1966 was appointed by Governor Edmund G. "Pat" Brown, Sr. to a full sixteen-year term on the Board of Regents, University of California. The first full-term regent ever appointed from the San Diego area, Higgs served two successive years as chair from 1968-1970 and as vice chair in 1970-71 and 1974-75. He also chaired the Committee on Educational Policy from 1975-78. A graduate (LL. B.) of the Balboa Law College (now California Western School of Law), San Diego, Higgs entered into a law practice partnership that gradually expanded and ultimately became Higgs, Fletcher and Mack, Attorneys at Law, at the time of this oral history interview the third largest law practice in San Diego. He has been active in many San Diego-area organizations and a leader in bar associations at the local, state, and national levels.
