Frank David Vicencia was elected in 1974 to the California State Assembly representing the Fifty-fourth District. Born and raised in the southern Los Angeles County area he represented, he was a respected businessman and lobbyist at the time of his election. He became known for his efforts to curb child abuse and was a confidant of many prominent legislators. Respected by his peers as a powerful legislator, he was almost selected as a compromise speaker, and was elected speaker pro tem from 1983 to 1986.
