The Texas Department of Mental Health and Mental Retardation (MHMR) was established in 1965 to conserve the mental health of Texas citizens. MHMR provides a broad range of services to the mentally impaired citizens through the operation of eight mental hospitals, the Waco Center for Youth, thirteen state schools, five state centers, and one rehabilitation and recreation center. The policymaking body of the department is a nine-member board appointed by the governor with concurrence of the senate. The board appoints a commissioner to administer the agency. The Design and Construction Section is responsible for the physical plants of the various schools and hospitals. The Section is part of the Central Office, directed by the commissioner and the executive staff.
