Foreman, Helen Cleary, 1904-1991

Jacksonville, Illinois, politician and life-long civic volunteer with an advanced sense of social consciousness.

Foreman started, and served as a member of many local, state and national social welfare organizations. She served on the Civil Rights Commission (1951-1961) and was the first woman to serve on the Illinois Fair Employment Practices Commission (1961-1971). She was alderman of the 5th Ward in Jacksonville from 1972-1984, and served as the first woman mayor from 1984-1989. At her death in 1991 she was still very active in civic organizations.
