Herbert Norris was an author, lecturer, and costume designer specializing in historical and theatrical costumes.

He was the author of Costume and fashion, a series of books on the history of European costume, as well as several other works on the history of costume. Norris designed costumes for theatrical productions in England, United States and Canada, and supervised costuming for historical plays, pageants and films. He died in 1950.
