Incorporated in 1920 under the laws of the state of Washington, the company purposed to acquire and operate a portion of the Spokane and Inland Empire Railroad, which had been purchased under foreclosure in 1919 by the Protective Committee of the First Mortgage Bondholders of the Spokane and Inland Empire Railroad. Spokane and Eastern property consisted of about 85 miles of railroad line in eastern Washington and western Idaho (which formerly comprised the Coeur d'Alene Division of the foreclosed road), as well as an electric generating plant and Spokane terminals and traction lines. A sister company, the Inland Empire Railroad Company, was created to operate the Inland Division of the parent company, consisting of lines south of Spokane. The Spokane and Eastern disposed of its traction lines to the Spokane City Railways (1922) and sold its generating plant to the Washington Water Power Company (1925). On 31 December 1925, the company leased its railway lines to the Inaldn Empire Railroad, and on 30 November 1926, all property was sold to the Spokane, Coeur d'Alene, and Palouse Railway Company.
