Macy was born in New York City, educated at Harvard, and active in Long Island banking firms. He served as chairman of the Suffolk County, N.Y. Republican Committee and the New York State Republican Committee. He was active in state and local politics serving in several elective offices including Regent of the University of the State of New York.
