Established in 1972, as part of a new College governance structure. "There shall be a Community Council to assist in developing policies and making decisions with regard to all-College matters. The Community Council shall have authority over the academic units of the College only when an Ithaca College matter is involved."--p. 2, Governance and committee structure, Sept. 1972. "If the Council and the President cannot reach agreement... the matter shall be placed on the agenda of the next regular meeting of the Board of Trustees".--ibid., p. 7. "It is recommended that the Community Council be eliminated in any future governance structure." 4-21-1977 minutes, p. 8. Replaced, per 1977 Governance document revisions, by a Joint Council.
