Mr. Cook was the son of the first president of Mississippi Normal College, now The University of Southern Mississippi. He read law at the University of Mississippi during the Depression and practiced civil law in Gulfport from the 1940s through the 1970s. While living on the Mississippi Gulf Coast, he survived two hurricanes, one in 1947 and Camille in 1969, and established the Coast Federal Savings and Loan Association in 1934.
