J.H. Catts held a seat in the Federal Parliament as Labor member for Cook, N.S.W., from 1906 to 1922. With his wife, Dorothy M. Catts, he subsequently established the Australian Home budget and Home Budget Pattern Industries. She was the author of "King O'Malley: man and statesman" and "James Howard Catts" (biography).
