Brigitte Marshall currently works as a consultant in the Adult Education Unit of the California Department of Education.

She is the author of the book, Preparing for Success: A Guide for Teaching Adult English Language Learners (2002), a resource text designed for teachers of adult English language students. Marshall received a joint BA and MA degree in Social Sciences from the University of Oxford, England. Marshall worked as a volunteer in the Phanat Nikhom Refugee Processing Center in Thailand from 1989-1990. Her concern for refugees began after encountering Afghan Refugees in Pakistan in 1987. Marshall worked as a Program Specialist for the Fresno County Office of Education after returning from Thailand, and as a refugee youth coordinator at Fresno City College. She then joined the Refugee Programs Bureau as a Community Specialist in 1996. Marshall has been active in many refugee assistance organizations and was the Chair of the California Refugee English Language Training Task Force.

While teaching English in refugee camps in Thailand, Marshall documented the experience of living in the refugee camps by photographing Hmong refugees as they struggled to maintain family culture while living in the camps. Marshall used these photos to orient service providers in the United States to the realities of refugee camp life.
