Birt was executive director of the Greater St. Paul Community Chest and Council and an organizer and developer of two projects supported by the Chest: the Family Unit Report Study (1948-1952), a research project to collect and analyze information on families served by St. Paul social service agencies; and the Family Centered Project (1953-1972), which attempted to develop new techniques in the delivery of social services.
