Preuss was a distinguished constitutional lawyer, whose draft was the basis of the constitution for the German Weimar Republic. He served in the German government as state secretary of home affairs (1918-1919) and as Minister of the Interior (1919). The Nazi Party used Preuss's Jewish background as pretext to attack the Weimar Republic constitution as being un-German.
