The Employment Division administered several offices providing services to Penn State personnel at least by the 1940s. The Department of Personnel Services merged with Employee Relations to create the Department of Personnel Services and Employee Relations in 1960. By 1977, it was renamed the Office of Personnel Administration and included Employee Management, Employee Benefits, Employee Relations, Employment, Personnel Procedures, Salary Administration and Classification, Unemployment, and other offices. In 1986, it was renamed the Office of Human Resources headed by the Assistant Vice President for Human Resources.
