The Department of Environment and Conservation was created in 1991. This department is comprised of environmental programs formerly housed in the Department of Health and Environment and most of the programs previously located in the Department of Conservation. The Solid Waste Disposal Control Board's primary function is to hear appeals of Department actions in enforcement and permitting and to promulgate regulations pertaining to hazardous waste, solid waste, and Superfund projects.
