Borlase was born to Samuel Borlase, of Castle Horneck and Pendeen, Cornwall. He was educated at Winchester School and Trinity College, Oxford, then practiced law at the Inner Temple beginning in 1882. He came to the U.S. on the Cuba, then travelled overland from Baltimore to San Francisco by rail, arriving on Feb. 27, 1875, then went on to Japan on Apr. 1. In 1878, Borlase published a book entitled Sunways: a record of rambles in many lands, based on his diary.
