Historical note: The American Society of Public Administrators (ASPA), Empire State Capital Area Chapter, was founded in Albany in 1942 and chartered in 1945. It is the only chapter of this Washington, D.C.-based national organization in the Empire State.

The chapter was instrumental in the 1947 founding of the Albany Graduate Program in Public Administration, which was originally co-sponsored by Syracuse University's Maxwell School of Citizenship and Public Affairs and by New York University but is now part of the Nelson A. Rockefeller College of Public Affairs and Policy, University at Albany, State University of New York. The chapter was interested in training future state administrators in the 1950's, and in such issues as ethics in government and discrimination against minorities, women, and the handicapped in the 1970s and 1980s.
