Charles H. Mason was the acting Washington Territorial Governor for Isaac I. Stevens in 1861. Shortly after the newly appointed Governor Richard Gholson arrived in Olympia, WA, Charles H. Mason passed away. Gov. Gholson had to act as both Governor and Secretary of Washington Territory until the arrival of Henry M. McGill. Henry M. McGill had been born about 1831. In November 1859, Henry M. McGill arrived to take the office of Secretary. By May 1860, Gholson had returned to Kentucky and some say never returned to Washington (State). McGill was the acting Governor of Washington Territory until the end of Gholson's term in 1861. McGill passed away in 1915.
