The Council of Presidents was created by the Board of Control as the Interinstitutional Committee for the universities in the State University System of Florida. It was renamed the Interinstitutional Council of Presidents in 1957 and became known as the Council of Presidents in 1959. The meetings are attended by all the presidents of the state universities and a member of the Board of Regents, formerly Board of Control, usually the Chancellor and the Corporate Secretary.
