Harrison William Fox was born on August 6, 1919. He grew up in St. Petersburg, Florida.

In 1941, Fox received a bachelor's degree in civil engineering, construction option, from North Carolina State College (later University). He was the team manager for the basketball team. While at NC State he was also a member of Tau Beta Pi, Blue Key, Pine Burr, Scabbard and Blade (in which he was secretary), A.G.C., A.S.C.E. (in which he was treasurer and president), Theta Tau (in which he was vice regent), Engineers' Council, Engineer's Fair Committee (in which he was co-chair), Officers' Club, ROTC (in which he was a lieutenant), N. and S.C.C.S.C.A.S.C.E. (in which he was president).

Fox also received degrees from the California Institute of Technology, the United States Naval Academy Post Graduate School, and the University of Indiana Business School. During his professional career, he was an engineer, contractor and builder, and financial institution executive. During World War II he served in the U.S. Navy. Later in life he returned to St. Petersburg, Florida, where he passed away on January 7, 2007.
