Massachusetts. Governor's Office of Human Resources

The Governor's Office of Human Resources, established by Gov. Michael Dukakis in 1983, served during his second administration as a liaison between the Massachusetts executive branch and human services agencies and personnel in the public and private sectors. As such it had a major role in defining policy regarding welfare, mental illness, and other quality-of-life issues in Massachusetts. To carry out this function, the office established a Human Resources Forum, an association of human service providers both within the state government and from the private sector, for discussing human services issues and receiving feedback from service providers and recipients. In addition, under the office's aegis, the Governor's Commission on Child Support drafted the Child Welfare Reform Act (St 1986, c 310)
