Technology Opportunities Program (U.S.)
Variant namesEstablished by Congress in 1994, the Technology Opportunities Program (TOP) functioned to promote the use of information and communications technologies (ICTs) by providing matching grants to community-based groups, especially in unserved or under-served groups. These groups included community development groups, state, local and tribal governments, health care providers, school districts, libraries, universities, public safety services, and other non-profit organizations.
