The National Lutheran Council (NLC) was established in 1918 as a common agency of paticipating Lutheran church bodies to administer domestic programs, publicize Lutheran activities and beliefs, and provide overseas emergency relief to areas devastated by World War I. In 1945, the Division of Public Relations was formed. Within the Division, individual departments were responsible for research, statistical studies, publicity, publications, and production of radio and television programming. A Washington Office served as a Lutheran liaison to government officials and supplied information regarding government actions and legislation to NLC.
Members and staff. Executive Secretaries of the Division of Public Relations included: Carl E. Lund-Quist (1946-1950); Joseph Simonson (1951-1953); Harold Hammond (1956-1957); and Philip A. Johnson (1958-1966).
