Williamsburgh was made a city in 1852 and annexed to Brooklyn City in 1855. The Common Council consisted of the Board of Alderman and a President elected from their own members. The Common Council's Standing Committees included the Law, Finance, Street, Police, Fire, Well and Pump, and Repairs and Supplies Committees. Each consisted of two or three members. The Special Committees consisted of three or more members and dealt with such matters as the laying of railroad tracks.
