Gerald B. Fitzgerald was born on 6 November 1908 in Winona, Minnesota. He graduated from the University of Notre Dame in 1930 with a Bachelor’s degree in physical education, a Master’s degree from the University of Minnesota in 1934, and his doctorate from Indiana University in 1952. Following three years of teaching and coaching at Illinois, Fitzgerald became district supervisor of recreation from the Minneapolis-St. Paul metropolitan area under the federal Works Progress Administration; a post he held from 1934 to 1940 when his appointment was changed to Community Organization Consultant. During World War II, he served for four years with the American Red Cross as director of athletics in Great Britain and Western Europe.

Fitzgerald joined the University faculty in 1946 as a community recreation consultant. In 1947 he was appointed lecturer and director of recreation training, a position he held until his death. He published 50 articles, 10 pamphlets and 3 books. He served as president of the Minnesota Recreation Association, the American Recreation Society, and the College Recreation Association.
