President pro tem, 1984-1988, of S.C. General Assembly; served as S.C. Representative, 1939-1942, and S.C. Senator, 1943-1988, from Berkeley County, S.C.; served as chairman of the S.C. Senate Finance Committee in 1972 and 1984; member, State Democratic Executive Committee, 1944-1988.

Served as Board Member on: S.C. State Budget and Control Board (1972-88); S.C. Wildlife and Marine Resources Commission (1972-88); and S.C. Educational Television Commission (1973-74).

Born in Pinopolis, S.C.; son of S.C. Senator Edward James Dennis (1877-1930) and Ella Mae Coney Dennis; graduated from Berkeley High School, and while in school worked for three years as a Senate page; following graduation from Furman University in 1936, Dennis took a job with the U.S. Maritime Commission in Washington, D.C., and began law school at Georgetown University. In 1940, he received his law degree from the University of South Carolina; practiced law in Moncks Corner, 1940-92 and was senior partner in the firm of Dennis and Dennis; in 1985, a fire devastated his home and destroyed the bulk of his papers.
