The Southwest Regional Center for Community Education Development was established at Arizona State University in 1968 with the assistance of a Mott Foundation grant secured by Harold Moore. Thomas Mayhew was appointed as the first director. The Center was established to coordinate community school activities among state and local agencies, distribute Mott Foundation monies to appropriate programs and to offer education programs and services within the region. Cooperating programs were established in Colorado and New Mexico. The Center assisted in the establishment of a number of community schools before it was dissolved in 1986.

The Southwest Regional Center For Community Education Development was established at Arizona State University in 1968 with the assistance of a Mott Foundation grant secured by Dr. Harold Moore, a faculty member from the Department of Educational Administration and Supervision of the College of Education. Dr. Thomas Mayhew was appointed the first director of the Center, and Dr. John Walker was hired as Associate Director in 1970.

The Center was established to coordinate community school activities among state and local agencies, to distribute Mott Foundation monies to appropriate community education programs and to offer education programs and services throughout the region. In the early seventies two cooperating programs were established at Colorado State University, Fort Collins and New Mexico State University, Las Cruces. In addition, the Center for American Indian Community Education Development was established ca. 1978 at the University of New Mexico, Albuquerque with Mott funds channeled through the Southwest Center. A number of community schools and community school districts were established as a result of the work of the Center and its satellite organizations. The Center was dissolved in 1986 when Mott Foundation support was discontinued.
