Gates was an attorney in Macedon, (Wayne Co.), New York. He ran unsuccessfully for the state legislature in 1879, but was elected in 1880. He participated in the election of the successors of Roscoe Conkling and Thomas Collier Platt, who resigned their Senate seats in May 1881.
