Benjamin F. Heinz, a native Oregonian, was graduated from Oregon Normal School (later Western Oregon University), Monmouth, in 1933 and spent some time in Chicago working for the Youth Movement for World Recovery and the Chicago Youth Peace Council under the direction of Jane Addams. During World War II, Heinz was safety director for War Production Training, conducted through the Department of Vocational Education in the Portland (Or.) Public Schools. In that capacity, he produced manuals, brochures, and articles. After the war, Heinz was active in community affairs, including the presidency of the Portland Junior Chamber of Commerce. In 1947, he was named the first city manager of Cottage Grove, Or.
