The National Lutheran Council's (NLC) Division of Lutheran World Federation Affairs (DLWFA) served as the Administrative Committee of the Lutheran World Federation's (LWF) Committee on Latin America from 1956 through 1963. Because the Committee on Latin America met infrequently (every eighteen months), the Administrative Committee, headed by the Division's Executive Secretary Stewart W. Herman, Jr., administered the program in its absence. In 1963, at the LWF Helsinki Assembly, the Committee on Latin America recommended that it be given Commission status in order to more effectively carry out its work.
The request was granted and at that time the Administrative Committee was disbanded. The NLC continued to support the LWF program and maintained its own operations through its Department of Lutheran Cooperation in Latin America.
