Edward Hale Campbell was born in 1889 in South Bend, Indiana. He graduated from the U.S. Naval Academy in 1893 and served during the Spanish-American War, and escorted troop transports to Europe during World War I. In 1917, Campbell took command of the Newport Naval Training Station and remained there until 1923 when he was named chief of staff to the Commander, Battle Force, Pacific Fleet. Prior to retirement in 1936, Campbell served as Commander, Scouting Force, U.S. Fleet and the Commandant of the Twelfth Naval District. During WWII, he was assigned to duty in the Thirteenth Naval District.
