United States. President's Soviet Protocol Committee.
The Committee was established by direction of President Roosevelt in October 1942 to coordinate lend-lease matters affecting Russia in regard to U.S. supply of war materials to Russia. Harry L. Hopkins was appointed Chairman. The Harriman mission was the visit to Moscow by W. Averell Harriman and others for the purpose of working out first Protocol arrangements, Sept. 1941.
