Sue Phillips was born on December 3, 1942, in Denton, Texas. In 1962 she married Jimmy Phillips. She received her Bachelor of Arts degree in English from East Texas Baptist University in 1965. She moved to Arlington, Texas, in 1975. Over the years, she has become an advocate for neighborhood issues, a volunteer in community affairs, and in 1992 president of East Arlington Renewal (EAR). She has also been influential in East Arlington Planning Initiatives, serving as chair on the East Planning Sector Leadership Committee.
