Floor committees were originally considered sub-committees of the Preliminary Committee. They were assigned focus areas (such as administrations affairs; parish education; Luther League and student service; and higher education, seminaries and colleges). Each committee would examine the reports submitted for the official reports for their assigned area; prepare necessary motions and resoultions for the convention in their subject area; and agree, along with the other floor committees, on an order of business for the upcoming convention. Once the convetnion began, each committee would prsent its motions and resolutions, and any.
Other information regarding its assigned area that it felt it was important for the church to hear. The 1942 convention was the last to have a Preliminary Committee. After that date, there were still floor committees, but they were not organized into a Preliminary Committee, and they did not meet together until the first day of the convention. Peiods of time were incorporated into convention schedules during the first few days of each convention for committee meetings; the presentation of reports of the floor committees did not begin until the fourth day of each convention.
