The Public Administration Training Center was founded at the University of Minnesota in 1936 as the Public Administration Training Project. To support the project, a reference library, was also established in 1936 and directed by Myrtle Eklund. The library specialized in government documents relating to public administration. Political science professor Lloyd M. Short came to the University to direct and develop the program.
During Professor Short's tenure, the Public Administration Training Center at the University became one of the best in the United States. He served as director until 1961, upon which time the center was renamed the School of Public Affairs. In 1978 the title of the school was changed to the Hubert H. Humphrey Institute of Public Affairs.
